Balance reason: If you could do the same type of alliance with more than 1 civ at a time, it could easily snowball and become OP. Imagine having 4 research alliances or 4 economic alliances. Strategy reason: It forces you to think about the specific type of alliance, which one do you want and which civ would be best.

In theory this should happen in civ 6. There's a pretty heavy diplo penalty for having differing T3/4 governments. The problem is that the AI doesn't seem to go for leaf civics so they get stuck on T1/2 governments which as of GS don't trigger any negative relationship modifiers against civs with other governments.
