I copied/pasted 1 solution that might address your balers problem. Another possible cause is the net is not being cut cleanly leaving a long tail which the hay or rolls can catch and start wrapping. You need two things to get a good cut on the net. Brake tension on the net and sharp knives.

Best thing you can do is weld new bars on the dimpled rollers. If you look at yours you will probably find that the edges are rounded off. Those are what grabs the hay and gets it rolling. Also helps to feed it faster when starting the bale.
