Only 2 ways this can happen 1) carb not supplying enough fuel 2) air entering the engine after the carb venturi tube has added the fuel. To test for the latter, start the engine, hold the governor arm at whatever place to obtain the fastest smooth speed. Yeah the LX178/188 had their fair share of engine fires. There is an upgraded fuel pump to address the issue. Gas from the carb sounds like the float is sticking or like you said dirt on the needle valve. You can try the old school trick of running the engine at full revs and closing the choke until it almost dies. Open the choke and let the engine stabilize. Repeat this process a few times. You might get some good results. If not, the only true way to effect repairs is to disassemble the carb and fully clean it.

The mower is running good under load because it is drawing fuel from the high speed jet in the carb, but once you remove the load and try to run at idle, the small blockage in the idle circuit is not allowing enough fuel past, and it surges.
