Seems that 20 is quite safe, 30 is almost always fine, and 40 is seriously dangerous. While the concept of recommission nuclear plant looks good, it is actually stupid. There are numerous industry-related disasters, such as chemical/oil leak/explosion, coal plant fire/explosion.It will be hard to maintain an alliance for so long in a domination game. Fortunately, the strongest bonus is found in level 1 already. +15% isn't that much and you can get free promotions from Victor, too. Amazingly, Japan reasearched it one tick away from me completeing the tech (it was the only one i could research at that point) and i got it just in time to get the city state quest. Actually all alliances include mutual defensive pacts - if someone DOWs your allies you'll be called into the war automatically. The exception is if you are also allied with the original civ who declared the war to start with; check Brazil's alliances, they may be tied to both you and the civ who DOWed you. 4.The alliance upgrades both from the points you earn and from the points your ally earns.
