Obviously in pvp it’s still alive and well. Maybe at the higher end it’s better in pve but so far at lower levels it’s underwhelming. I can’t even use it to level anymore. It's still a good katana but it's more worthwhile to upgrade something else if you don't have int, it scales best with int. I'd say if you're low on stones probably skip it for now

Moonveil scales primaries with int and decently with dex. But it's still roughly 70/30 magic/physical. You don't have to build around Moonveil at all which is why it's so particularly powerful for sorcery builds. Don't even have to push endurance because moonveil isn't heavy. Moonveil and wing of astel both fit perfectly into a sorcery build.
