Just to clarify, changing capital never changed primary culture, in and of itself; it was merely a requisite step to do the cultural shift (culture had to be a plurality rather than a majority of your development, i.e. more than any other culture, and had to be the culture in your capital, which is why we did capital moves).
Extract the three files in it and place them over the three older files with the same name that are in the Steam EU4 folder, where eu4.exe is. EU4 takes place 15th century - 18th century Victoria takes place 18th - 20th century HOI takes place during world war II, although there probably won't be a WWII if your save file is completely ahistorical. Just imagine drastically changing history. Restore Rome in CK2, then colonize new world with Roman colonies in EU4.

For every single update of Vic3 someone would have to push an update to (now-long-obsolete) EU4 to keep it still compatible. It's simply unfeasible, which is why official CK2 to EU4 isn't and likely won't be updated past 1.30.EU4 is a very different game from Vic2, and has a very different character. I don't think Paradox would or should try to change Europa Universalis into a renaissance Victoria game, but I do think some of the mechanics for Vic3 Paradox has revealed so far could be turned into fun mechanics that could fit EU4's character.
