Try https://hr.ippsa.army.mil instead. So IPPS-A has two versions for some reason. There is the version that you are trying to use the 'Self-Service' (my.ippsa.army.mil) and there is also the 'Elevated User' (hr.ippsa.army.mil) version. I have found that Self-Service is useless and is unable to provide any information for Soldiers.
