Yes you have to use a grenade, so build into discipline, throw on armamentarium or hoil as a titan, throw on Nezarecs or Contraverse on as a WL, use a weapon with demolitionist, put double bomber into your class item, there are so many ways to have volatile rounds up frequently.
In PvE volatile rounds will proc multiple times giving you little explosions that do extra damage so that aspect of it just isn’t a factor in PvP (unless they have an overshield). ... I use a nothing manacles build and have been doing fine in end game level content with it. No firepower needed. The volatile explosion is the same damage regardless of what weapon you use, so higher RPM weapons are better (that's why funnelweb is so good), so you can proc the explosion more often. Rockets only proc the explosion once, while a void sniper would proc it on every shot as well so you'd get much more "extra" damage.
