The starting pr isnt too important as long as a gem starts with 3 stats it can get max pr with builders focuses. But 794 is really high. Im not sure about max pr i dont have any maxed gems yet. The highest I've rolled is 850 at level 1. However, by the time you level it to 15, it changes drastically. Comparing at lv 15 is better.

Well I don´t have any gem maxed, only empowered wtih 2 stats at 100% and a few lessers with 1 stat at 100%. And I have only 2 lvl2 crystal gears, only one of them is upgraded. And I´m over 30k. So I assume, besides primordial dragons, OP is missing something critical here. My mastery is only around 400 too.
