So basically this means that RRECS implies that any new route should be paid $0 for 6 months, 50% for the next 6 months, and then 100% after there is a full history to be paid on. But that's impossible. RRECS Depends on walk distance to gather mail, number of trays of DPS, number of trays of FSS. There is no time standard for other mail prep, like dumping sacks, so I'm not sure how a carrier wlll be credited. Also no time credit for withdrawing "raw mail" or prebundled flats.
