Yeah the servers are online. Make sure to verify the game files if you have issues. Check the steamdb charts to see when people are online. In the evenings of the weekends 300-400 people are online and I can find a match pretty easily. #2.

EU servers yes ( you can use a vpn like protonvpn to connect to a lobby and disconnect afterwards ). i recommend you check out the boiii client tho.
