As above, the only way is to connect a generator by the pumps. It is possible to siphon gas from other cars - all you need is a gas can in your inventory that isn't full. You can right click on the vehicle, or get close to the vehicle and open up the vehicle radial menu to do it. Besides generator, mods might be able to assist, but that's it.
