The solution to this is to make the inserters be on the same side, by making the ore/coal belts pass between the 2 lines of furnaces. So the more efficient design is: (by column) 1. steel/coal belt. 2. Inserters for coal into steel smelting AND inserters from steel smelting to belt. 3. and 4.
