As stated already, the difference between "personal defense" and "LE" rounds is the number of rounds you get per box. I suppose that makes some sense because so many people tend to load up one or two magazines of "the good stuff" and call it good for who-knows-how-long. HST 147gr is going to give you better overall ballistics. Better penetration, better expansion, easier to handle recoil, etc. 147gr 9mm is subsonic so it's less flippy and less noisy than a +P round, as well as more reliable expansion since the bullet is a bit heavier and isn't travelling ridiculously fast.

My experience with 124gr HST, in either standard pressure or +p, is that they are exceptionally accurate in Gen 5 Glocks. Like I was able to shoot a 3x5 card at 50 yards 3 out of 5 times freestyle with my Glock 19. Stupid levels of accuracy. In my Glock 45 I shot a 6" group at 100 yards.
