Legendary shards are useless if you give them the same drop rate as void shards raid. Both are 0.5 at least make the legendary shards 10% chance of getting legendary champions. I've opened over 10 or 11 legendary shards and haven't got but 1 legendary champion. Seems you should take them out of the game
