Each culvert is designed according to the type of traffic using it. Heavier traffic will call for larger pipe and a deeper base layer whereas lighter traffic will call for a more standard pipe and base. Place the pipe lengths, (width of road plus 9' for slope), and fill to the top of the pipe. A foot of well compacted fill, (original soil), above the top of culvert and then a 4" gravel road should suffice. Head walls can shorten the required length of pipe culvert and extra fill on top of the culvert can allow substituting CMP for the culvert.Please refer to HDS-5 for details. According to the U.S. Army Combat Engineer manual, a culvert pipe should have from 12 inches to 50% of the diameter. 4ft pipe = 2ft of fill over it.
